HeRAMS Ukraine health services across oblasts April 2026 - legal entities

Overview

The Health Resources and Services Availability Monitoring System (HeRAMS) aims to provide decision-makers and health stakeholders with vital, up-to-date information. This system is dedicated to monitoring the availability of critical health resources and services, thus playing a crucial role in identifying existing gaps and establishing intervention priorities.

HeRAMS has been operational in Ukraine since November 2022. This report provides an oblast-level overview of health services across government-controlled areas, focusing on 2088 legal entities, based on data reported as of 17 April 2026. Of the 2088 legal entities reporting, 4% were non-operational due to damage, non-functioning status, or inaccessibility, with the highest concentrations in Donetska, Kharkivska, Zaporizka, and Khersonska oblasts. Key infrastructure gaps include 3% of facilities lacking sufficient water, 3% lacking sufficient electricity, and 5% of inpatient facilities reporting insufficient bed capacity. Health service availability ranges from 53% for communicable disease services to 29% for non-communicable disease and mental health services.

While this HeRAMS deployment remains ongoing and data verification and validation are continuing, the analysis presented here is not final and has been produced solely to inform operations.
