HeRAMS Ukraine health services across oblasts April 2026 - all divisions
Overview
The Health Resources and Services Availability Monitoring System (HeRAMS) aims to provide decision-makers and health stakeholders with vital, up-to-date information. This system is dedicated to monitoring the availability of critical health resources and services, thus playing a crucial role in identifying existing gaps and establishing intervention priorities.
HeRAMS has been operational in Ukraine since November 2022. This report provides an oblast-level analysis of health services across government-controlled areas based on data reported as of 17 April 2026. Of the 11 213 reporting health facilities, 6% were reported as non-operational due to damage, non-functionality, or inaccessibility, with the highest concentrations in Donetska, Kharkivska, Sumska, and Zaporizka oblasts. Key infrastructure gaps include 7% of facilities having sufficient water, 2% lacking sufficient electricity, and 8.4% of inpatient facilities reporting insufficient bed capacity, while health service availability ranges from 53% for nutrition and child health services to 22% for non-communicable disease and mental health services.
While this HeRAMS deployment remains ongoing and data verification and validation are continuing, the analysis presented here is not final and has been produced solely to inform operations.
